Investigative reporter Brian Krebs discovered the problem after a security researcher at cybersecurity firm GitGuardian tipped him off. Reams of exposed passwords sat in a publicly accessible GitHub repository, uploaded there by an employee of a CISA contractor. The researcher initially tried contacting the contractor directly but got nowhere. Only after Krebs reached out to CISA directly did the agency spring into action, taking the repository offline and revoking all exposed credentials.
It’s worth asking: how many other exposed repositories are out there right now with no one paying attention? The tech industry has a serious problem with credential exposure, and when government systems are involved, the stakes multiply exponentially.
CISA’s postmortem identified multiple failures beyond the missing playbook. The agency acknowledged that its channels for security researchers to report incidents “were not well defined,” which explains why the GitGuardian researcher couldn’t get a timely response. This is particularly damning for an agency whose entire mission centers on rapid threat detection and response.
The good news: CISA says it has made changes to streamline researcher notifications. The better question is what other fundamental processes are missing or poorly documented across federal cybersecurity operations.
To be fair to CISA, the agency did avoid a complete disaster. No customer or mission data was exposed, and the credentials were replaced before attackers could exploit them. The agency also thanked both the researcher and Krebs for their help, showing at least some appreciation for private sector vigilance filling government gaps.
Context matters here. CISA has been without a permanent director since Trump’s second term began in January 2025. More troubling, the agency has suffered cuts, furloughs, and layoffs affecting roughly one-third of its workforce since then. You don’t need a security clearance to understand that downsizing the agency responsible for national cybersecurity while removing its leadership creates dangerous blind spots.
The May incident occurred during this period of instability. Whether CISA’s unpreparedness stems from leadership vacuum, staff reductions, or simple procedural negligence remains unclear. The agency didn’t specify how long the missing playbook delayed its response, and a spokesperson declined to elaborate to reporters.
This incident illustrates why cybersecurity incident response planning can’t be an afterthought. CISA explicitly stated in its report that organizations should prepare playbooks for “all anticipated needs” rather than improvise during actual crises. It’s advice the agency clearly needed to follow internally before preaching it to others.
For federal contractors handling sensitive credentials, this should be a wake-up call about basic security hygiene. Passwords shouldn’t be hardcoded in repositories, let alone public ones. For government agencies, it’s a reminder that infrastructure defense requires more than technology and tools; it requires clear protocols, staffing, and leadership.
The real question isn’t whether this incident could have been worse. It’s how many similar exposures are happening right now without anyone noticing.
